NaFFAA Calls for Clarity and Fair Process for Filipino Seafarers

WASHINGTON, D.C. – The National Federation of Filipino American Associations (NaFFAA) is closely monitoring recent reports of Filipino cruise ship workers being deported from U.S. ports, including Norfolk, Virginia, despite reportedly holding valid C1/D seafarer visas.

According to credible press reports, at least 18 crew members aboard the Carnival Sunshine were detained and deported during a U.S. Customs and Border Protection (CBP) operation. These individuals were reportedly not charged with any crimes, and it remains unclear what specific grounds led to their removal and reentry ban.

NaFFAA is currently seeking further information and calls for transparency surrounding the circumstances of these actions. The organization emphasizes the importance of protecting due process for all individuals, regardless of nationality or immigration status.

Ryan Namata, NaFFAA National President, issued the following statement:

“Our community is concerned by recent reports of Filipino seafarers being deported without clear explanation. While we recognize the importance of upholding immigration laws, it is equally important to ensure that every individual is treated with dignity and in accordance with due process. We echo the call for further clarification and urge federal authorities to provide transparency on these actions. Our goal is to ensure that the rights of Filipino workers—who contribute greatly to global commerce—are upheld and respected.”

Megan Pavillar, NaFFAA Capital Region President, added:

“Filipino seafarers represent a significant part of the maritime workforce worldwide. We believe that any enforcement action should be rooted in fairness, transparency, and the rule of law. Our community deserves clarity, and these workers deserve to know the reasons behind the actions that have affected their livelihoods.”

NaFFAA Virginia State President Angelo Reyes also stated:

“We remain deeply concerned about this and similar incidents that may impact overseas Filipino workers. We will continue to advocate for due process and humane treatment for all individuals, especially those who have long supported the global economy through honest labor.”

NaFFAA remains in contact with community leaders, legal advocates, and stakeholders to learn more and to ensure support systems are in place for affected individuals and their families.
