Nonstop heavy rain due to Typhoon Paolo (Lan) hit Dumaguete City and other parts of Negros Oriental last Thursday, October 19. The heavy rain triggered flooding in several barangays and caused the Amlan and Bio-os rivers to overflow, reports Rappler.
